Welcoming Australia’s First TFCO Consultant

OzChild is thrilled to share a milestone for Australia’s child welfare sector with the appointment of the first Australia‑based Treatment Foster Care Oregon (TFCO) Consultant.  

This role is the result of a long-standing vision and close collaboration between OzChild and the TFC Consultants (TFCC). Appointed to the role, Robyn Jackson will be employed by OzChild and clinically supervised by TFCC – reflecting the deep trust and shared commitment that underpin this partnership. With the increasing demand for professional, evidence-based foster care models across Australia, this new role marks a significant step forward in strengthening the delivery and sustainability of TFCO nationwide.

A Sector-First With National Significance

With more children in residential care and fewer foster care placements, governments across Australia are looking for proven alternatives. Queensland has committed to introducing professional care, while New South Wales and Victoria are exploring therapeutic care models. There is strong policy support for TFCO across each of these jurisdictions. 

Based locally, the TFCO Consultant will provide timely, practical support to help scale up services as reforms progress and demand for therapeutic care grows. The role will also ensure consistency across OzChild’s TFCO programs in Victoria, New South Wales, and Queensland, leading to better outcomes for children, families, and carers. 

“I believe a local consultant will bring a deeper understanding of the challenges of the state systems that operate within Australia and how to navigate these. Most importantly, I hope that a local consultant may encourage further expansion of TFCO and potentially have an impact in addressing the over-representation of Aboriginal and Torres Strait Islander children in care, by supporting increased access to TFCO for First Nations children and young people with the aim of reunification to family.”

Leading the Way Forward: Robyn Jackson’s New Chapter

Robyn’s journey with OzChild began in 2011, working across disability, kinship, and foster care programs. In 2018, she became the TFCO Program Supervisor in Victoria, just a year after the program launched. Since then, she has led with compassion, consistency, and clinical excellence, earning the respect of colleagues, carers and stakeholders alike.

Her leadership has been instrumental in maintaining strong alignment with TFCO principles and achieving positive outcomes for children and families. Robyn’s calm presence, strengths-based approach and unwavering professionalism make her the ideal person to step into this pioneering role.

About TFCO’s Impact

Treatment Foster Care Oregon (TFCO) is a rigorously evidence‑based, time‑limited program that provides intensive, wrap‑around therapeutic care in a specialist foster placement, with coordinated support for carers, birth families, and schools. TFCO is designed to:

  • Stabilise placement and reduce reliance on residential care 
  • Support reunification or transition to permanent family settings. 
  • Improve behavioural, educational, and social outcomes for children and young people with complex needs

By investing in local clinical leadership and strong fidelity supports, OzChild and TFCC are ensuring that TFCO continues to deliver what the evidence tells us works – at scale, and with consistency.
